An 11-year-old Aldine ISD student accused of repeatedly raping a five-year-old is now facing felony charges.

According to ABC13, the Harris County District Attorney's Office accepted three counts of aggravated sexual assault against the suspect, whose identity was withheld due to his age.

Aldine ISD police worked closely with the chief of the district attorney's juvenile division on the day of the allegations to investigate the alleged acts on an Aldine ISD school bus.

A week ago, Latoya "Stormie" Monroe, the 6-year-old victim's mother, revealed what she saw in school bus footage.

While riding the bus to school, Monroe said her son was sexually assaulted by an older boy.

Monroe, however, said she was not aware of any incident until her son's backpack went missing the week before last. Eyewitness News reported she called school transportation officials to ask them to review the security footage onboard the bus to determine what happened to the backpack.

She received a call from the school when the assaults were recorded on video.


In a statement, the school district acknowledged the allegations and expressed that an investigation began on Feb. 1. CPS similarly followed suit as well.

The district attorney's office added that the victim has since been offered ongoing therapy through the Children's Assessment Center.

This story, originally reported by ABC-13, raises so many questions it is hard to know where to begin. The obvious question is why children that age on the bus without supervision are. The bus driver cannot drive and supervise 40-plus kids simultaneously. This story actually came across my desk over a week ago during a discussion with a citizen's advocate here in Houston. The details of this story are more frightening than this short article reveals. This young 6-year-old was repeatedly sexually assaulted multiple times over days or weeks by an 11-year-old student. 
 
Another question that must be explored is what type of emotional damage has the perpetrator experienced to resort to that type of behavior. My work in the field of psychology doesn't afford me the luxury of believing in coincidences and inexplicability. Everything has an origin and a cause. You can never effectively manage the behavior without identifying causality. For decades, I have advocated for programs to assist families and effectively assist in the development of young Black males. I have written and lectured on Adverse Childhood Experiences, a subcategory of epigenetics. 
 
Finally, we now have an 11-year-old who will be tried in criminal court. It is obvious his egregious acts demand accountability, but my concern is no one will explore the cause, and he will simply be scapegoated as another incorrigible Black male with animalistic tendencies. Blacks must become more proactively engaged in the development of our youth. The propensity to trust broken systems to protect and develop our most precious asset is a fooling endeavor with devastating consequences. This cannot be just another horror story that falls off our radar after the sensationalism subsides. I will continue to follow this story and add clarity. ~ Rick Wallace, Ph.D., Pys.D.
